Content is still king!

Yes, a domain with quality and unique content that includes strategic key-phrases generally ranks better for a specific niche term than those that don't.

I haven't tested SERPs speed in a while, however, back when I had hundreds of mini-sites, they would generally rank within 48 hours, sometimes 24 or less, depending on my backlink strategy or manual SERPs submission to get the algo bot on the pages.
