you have to chmod the file to 777, you can do this in most ftp programs, or in the cpanel file manager, or via shell access

What ftp program do you use?

Usually you can right click on the file and choose cmod or properties.

PHP:
<?php

chmod ('file_to_configure', 0777)

?>
make a file with that code, open the page in your browser. that should do it.

$> chmod 777 filename.ext
