How do I shrink my Avatar to 70 by 70?

I found an avatar I like at the avatar site to use here but I can't shrink it enough. Dunno how? Can anybody help me? I am new here. It keeps saying it is a little bit to big and I must reduce it to 70 by 70. I thought I set that (colorful expletive) size right?

Paint.Net

Ok, Here is my tip. Google for Paint.Net it is free. Darn thing is almost as good as Adobe. Open a picture, and use the resize command from the menubar.
