How do I CHMOD enable a file?

I'm trying to make a .log file that store sthe IP of every user of my site, all files they upload and what date/time they were on, I could do all of that IF I knew how to CHMOD-enable a file, can someone tell me?

you can chmod all files they dont have to be chmod enabled

ok i must have a different problem then, it writes to the log file OK, but a few mins later the log file is empty again. This even happenes with examples off uk.php.net so it must be something to do with the file i'm writing to.

Well, you can do it in cpanel as well... Login to cpanel and go to file manager. Then, find your file. Click on the file and to your right,at the top, You'll see a set of links..and an option will be to CHMOD.. Set it to 777 and there ya go.
