when you use a FTP software to upload your files, wait till it is uploaded... then in the hosting account were the files and folders are located, select the folder and right click and a window will pop up... click on CHMOD and set it to 777
You may need to check with support for your hosting account. Chmod 777 means granting read, write and execute permissions to all users (owner, group and other) of a particular resource. Some hosting interfaces may use those less technical terms.

It certainly does. The permissions are being applied to the directories which reside in your hosting account so there usually IS some easy way to do it from the hosting control panel. Yes, you can also set permissions through FTP (usually). Or if you have shell access you just issue a command line chmod.
