How do I add a template to my site without buying expensive programs?

Hi how can I add a template to my site without buying expensive programs? I found one that I really like but it's one big clump and from what i've heard it needs to be put into little pieces. I have Paint Shop Pro and Microsoft Office I don't know if they would help but i'm just giving you an idea of the software I use.
