How can I improve my add for a webdeveloper???

im trying to make an add to have someone develop my gaming site. However after being away for 3 months (backpacking) im having a realy hard time getting my mind around all aspects of webdevelopment. I rember from when i first started working on sites that there where a few major things to incorprate and ive put down what i can rember. Is there anything that ive missed in my add?

I need a site mainly empifising on free email accounts and the community for my domain name n00b.com. The site is based on a multyplayer game theme. (games such as CS, WOW, Metal of honor, BattleFeild 1942)

I need the site to be fast loading, easy to navigate, have a clean and unique look, good seo.

In a shell -
A emal script implemented
A forum script implemented
A news script implemented
A very well desined homepage
A template for other pages such as contact and so on.

The most important thing is that all the pages flow with the same style and that the work is documented and clean so that later down the track it is easely updateable. Also the forum and email scripts achaly halfto look like they are part of the site, not just a seperate script.
