cheapest way is to join a bunch of forums like this and have your portfolio linked in your signature line. Another option is to do discount designs for a permanent link at the bottom of their site saying Site Created By "your company here" until you get enough business going. You could also get some kind of referral program going where you would kick say 10-20% commission to whoever refers the client to you. If you were looking to spend money then advertise at forums like this or webhosting sites where potential clients would hang out. You could also try search engine advertising such as google.
