Highest payout?

I know this has been asked before but what programs have the highest payout?
When I mean programs I mean PPC, CPC, CPM, ETC... Then what companys have the highest payout rate for that program? I am tired of joining companys then them not paying as much as they said thiey would. Thank you for your time.

Check out oxado I have made rougly $20 on 15 clicks not bad in my opinion. But if you live in the US they only pay through money bookers which isn't very good.
