Help needed on making site

ive been trying to make a site with html but i just cant seem to get it to work. if someone could kindly help me with this site you will be 88 NP$ richer. Here is a description of wat i wanted it to look like. Banner in the top middle, links for Home, Forums, About Us, etc., on the left side, news of course in the middle, and security-based stuff on the right side.
