"ICANN needs to be as strong as it can be to resist foreign governments,"

They should have been strong enough, long ago, to resist the US Commerce Department and US governmnet alltogether, by backing the rest of the world in the "opinions" released by ICANN's board. While it takes US gov. approval for them to do alot of things, it never took their approval for the board to "say" anything that they "thought" as a panel.

As to regfees...that is really up in the air too much to say. But, you can bet, it will effect Verisign alot, in the future (a good thing )
