That's like asking

"Who is responsible for marketing cars?".

"Who is responsible for marketing clothes?"

Those with vested interest in selling cars or clothes.

The registries, registrars market themselves... why anyone wants to help them is beyond me. Seems that most of them recognize the obvious.

The registries are responsible, if they want their business ventures to succeed and not just be a tax writeoff.
And marketing to domainers isn't enough. The new gtlds need buy-in from John Q. Public if they're going to succeed
To date, I see overall little to no effort on the part of the registries to achieve that.
