Does Google now charge for using Google Translate to translate webpages (of my website) on the fly. I heard somewhere they now charge $20 per million characters. But somebody else said that it was still free. Does anybody know definitively Google's position on that?

I guess it depends on how you're planning to use it.

Perhaps this Google Translate API thingy costs money, but I simply use this handy little code snippet as a widget and it is free:

I need the API :(

From your code, I don't see a translate too code. So this will translate into every users language? How does Google know my language. What if you live in the Philippines but speak and read only English?

You use this to translate a whole web-page?

The API is to translate whatever content you want and is charged - so for example you wanted to provide specific help for translating what people type in etc...

The translate widget (that does the whole page) is free.

They are two separate products.

After doing some Googling, I have discovered that their Google Translate API is no longer free as from Dec 1st 2011. It's $20 per 1M characters/month. So on with more Googling. I found that Microsoft have a Translator API also. Not so many languages as Google but it has most of the common ones, and the first 2M characters/month are free.
