Google Toolbar Vote!

I just downloaded the toolbar today as I figured out I needed to be able to see Page Rank convienently whilst SEOing my site, and I saw the nice smiley faces where you can vote for or against a web page. What does it actually do? How many of you know what I'm talking about, and how often do you use it?

I know what your talking about, but I don't think it has any effect, and I think I used it once when I first downloaded it.
