When you start ranking a website, there are often changes in your rankings in the first week/month, like from 95th to 35th position, etc

Actually it's an obsolete term (note the "2005" date on the photo) for high levels of volatility in the SERPS that used to follow major algorithm updates.
Maybe some people use that name for G's process for ranking new content, but that's not what it really is (or was.)
