google banned your account or the site?

Why can't google just banned your site and send you a kind note that the site is not qualified for adsense rather than banning your whole damn account.

Am I right?

Is there a way to check whether the site is qualified for adsense?

Google is very strict in Adsense PPC because of the potential illegal clicks and content manipulation of site owners. Sometimes, it's not just through your adsense TOS also. It might be from the way you promote your site to get SE rankings.
