I have two ads running, I started with x amount of keywords and set my budget to $1.00 a day. I put in .05 cents per click per keyword. Then I log in to my account and all my keywords are deactivated so I put the bids up to .15 cents per click. I log in a few days later and now they want .50 cents per click in order to reactivate. What the hell is going on? Heres the message..

These keywords are marked in the Status column of the Keywords tab below. Improve their quality through optimization, delete them, or raise the keywords' bids to the minimum bids indicated. (Raising the bids to at least the minimum will activate the keywords

Sounds to me like your ads aren't generating a high enough CTR for your supplied keywords, so google is forcing you to either be more relevant or pay a premium for the slot.

Try improving the keyword optimization of the campaign. Make sure your ad text and landing page are optimized for your keywords and try to write compelling ads people will click on.

As your CTR improves, your required cpc will go down and your ad position will go up.
