The first part to understand is the slippery slope theory which is that if you allowed people to encourage to click on the ads then it would be very hard to have standards in what kind of encouragement is ok vs. what is over the line.
Yes yes but answer why a bunch of clicks is not good for the everyone in charge.
Google is selling a product and that product is advertising. In advertising the person promoting their product wants to know as much as possible about what they are buying in terms of demographics, impressions, cost per sale, types of websites etc, etc etc. The list could go on forever as companies are hired to study this stuff.
And like all products, one of the important parts of success is consistancy. Think Mcdonalds.
So if Google allowed publishers to encourage clicks on the ads, then it would be impossible for Google to control their quality and consistancey of their main product, kind of like allowing every Mcdonalds to squirt as much ketchup if any on each hamburger.
Then advertisers would not know what they were buying and have inconsistant results and therefore would be hesitant to invest large sums of money towards advertising.
This is, I believe the main reason that Google doesn't want you to encourage clicks on ads. There are others, but most will ultimately infringe on this reason and therefore i believe this to be the core value they are protecting.
