Good Forum for Developing domain/ website

NP is good forum for domainer.
but many of us did not develop the domain right ?

can somebody tell me which forum is good for developing website/ domain.

example we have good domain, and want to develop it.
I want to ask in that forum:
1. ideas about the development.
2. What script is best to develop the website ?
so we did not need to start from zero and develop our own script because it take time.
