Good CSS/HTML Template Creation Needed

I need a site mockup turned into a template. From an image to nice and orderly CSS and HTML.

The template is similar in complexity and layout to this one: (actual site can be seen if you're serious about the work)

My questions are:
- Is anyone available to start immediately ?

- What would be a reasonble bid?

I am looking for properly done CSS and HTML so it will set a good base for the site development.
