Today we don't offer additional fraud protection services. We monitor transactions to catch unusual activity and notify the merchant of potential fraud. The merchant is still liable for chargebacks.

Are there any restrictions on who can use GoDaddy Payments?​

Yes, there are categories of businesses and business practices that are restricted from using GoDaddy Payments. Please see here for more information.

With the fees GoDaddy makes on domain sales it kind of mitigates their risk.
The chargeback risk is a drop in the bucket when you are collecting 15%.

There is much more risk as a private seller. You could lose the money and the domain.

If you have ABC123.com hosted on a different DNS, say HostGator, pay.abc123.com would not resolve to that page by default.

Does it not work in that situation?

Bingo. This is a turn-key solution for those that use GD for domains, hosting, and everything else. You'd have to recreate the "pay." subdomain's records if you host it elsewhere, and slap an SSL on it too. Hopefully there's a guide there somewhere.

That's pretty straightforward to set up.

This seems to be a fast route to a very problematic dynamic. Partly because there doesn’t seem to be a formal acknowledgment of whether this will be a “default” feature or “opt-in” type of situation.

Another issue rests in the fact they’re essentially creating a 3rd-level domain. If they (GoDaddy) can create a pay.yourdomain.com, why is there no mention of domain holders having the ability to create their own?

Many of us are familiar with the fact most Blockchain domains come with the ability to create 3rd level domains by default. Why are GoDaddy customers being limited only to a “pay.” 3rd-level option? This would suggest GoDaddy has the true control over a domain.

Lastly, the potential for payment processing fee headaches, and skewed refund policies, almost seems inevitable. Not to mention the tangled mess that could arise should a UDRP be filed in relation to a domain with mass-payments.

So, once you opt for GoDaddy payments, you can not opt for transferring out the domain name?!

And if someone steals your name, they can make changes to payout bank details, since they become the domain owner, and they can change the 'domain registrant details' and subsequently bank details!
