I have a domain parked at sedo and it is receiving, on average, 3 hits a day.

I'm new to domain parking but what is the best strategy; leave it parked, develop it or try to sell based on hits?

With 90 hits a month your best to develop it, no one will buy the domain with that amount of hits unless it is a very good domain.

Parking it won't yield very much either, in order to earn with parking you need one of two things either a huge array of domains or a small portfolio of very very good easily remembered domains.

I'd say develop it, if you just want to get rid of it, develop it, send out some link exchange emails, then put it on the auction block.

If your site doesn't seem to get any hits, develop it first.
Once your traffic reaches a satisfactory level, you may either park or continue with the maintenance of it.

you can make some blogs and make regular post there and add the blog to your site. It may increase traffic to your site

It's not a lot of traffic but many domains won't get more than a few clicks/month. Until you develop park it in the meanwhile. See if you can analyze the traffic and referers if any so you get an idea of what visitors are looking for. If you find the right keyword to optimize you could make some $$ even if traffic is low.
