How much could I get for this domain name? It's a PR4, but I'm not sure if I want to spend the time and money to develop it myself.

Well, I has been my theory that a PR domain that doesn't get traffic is just as good as a domain without PR. I would need to know traffic stats before any value measure is placed upon this domain name.
