Free push from GoDaddy reseller?

Can you push a domain for free from a godaddy reseller account to another godaddy account or is this true only for a regular godaddy account?

Domains at WildWestDomains / Godaddy Resellers Can be pushed for free - But not to Godaddy accounts , only to other accounts at the same reseller.
