I consider Paint.NET the best free paint software, and the fact I say it is not because of the features (well it is also) is because unlike GIMP, you don't need to install some other thing to install it, and that it doesn't take so long to get on the ftps or download areas. You can also get free addons that you stick in a folder that give you custom effects to use on the images.
It doesn't support animated images, but someone is working on an effect that does that (I think) but for now, you can use unFREEz which is a simple thing that you add images to in the order you want them animated and make 1 gif image that does it.
