Well it all depends. The 2 and 3 characters are a rariety and 4 letters are starting to diminish. So there is alot of them left but about the value, it all depends on what the domain is and how much traffic it will get.

They are still a few Good 4Char Ones left
Not many 4Letter Ones that make much sense
Unless your Initials or Company Names is Xyqz

If it is just random letters with no meaning, acronym, or pronounceable, then I think they are still at reg. fee because there are so many available.

As a % they are dropping.
For instance, those that start with "A" as of 20 minutes ago:
2372 available out of the 17,000 originally available, right around 15% left.
(Less than what's left in less desirable letters, of course).
Running them now through EDTK, there are still some that have decent overture rankings and certainly plenty that I could imagine meaning for.
But with over 200,000 possible combos, it's certainly a case-by-case basis for the domain names, not some blanket statement that can be applied.
