There are many sites available who provide such facility. I think all you have to do is little bit searching and you will find a good quality forum submission provider.

Was thinking of trying them out but after I read the (-ve) reviews of the service, I am rethinking this again.

they say they can give you links from PR8 ,PR9 and even from PR10 websites, but their site forumlinkbuilding.com is still (Google updated PR recently this month) only PR3 how funny it is...

That is true I'm guessing they are referring to the main forum page. They give you profile links from such forum. It's useful because it does translate a little bit but doesn't really have the same benefits of having on page pr but it still does make a difference with SERPs in general
