phpBB (open source - free) - http://www.phpbb.com/
vBulletin (paid one) - http://www.vbulletin.com/

You can manage the forum through your web browser (however you need to host the files in a web server/ backed with a database server

phpbb3 because its free and opensource. But I wouldnt argue that VB is good too, but I just hate the licensing thing.

I would like to know what is the BEST (Reliable, fast, free) forum software available. Other than phpBB3. =] phpBB. If youโ€™re going to create a forum site at your own domain without any forced.

The easiest forum software is MyBB. Really easy to work with. Also if you want to invest some money on it, you could buy a licence for VB or IPB.
I use IPB for my forums and I'm satisfied.

I know you said "dont say phpbb", but it can't be beaten (unless you go paid), whats wrong with phpBB?

If you're not a developer, or if you don't know some basic coding knowledge, is kinda difficult to use phpbb, adding mods... I've heard that from many people. But I didn't used it to much, so I don't know exactly. But why not mybb? :P :)

In my experience, if your going for free then use MyBB-http://mybboard.net . It has better security, more spam protection, and is a clone of Vbulletin.
If your going for paid use Vbulletin, it's just great all together, easy to use, spam protection, and easy admin panel.

i have learned that some forum people give the admin money if the users post in his forums. Is it true? Coz I came accross some forum scripts, but the developers told me that it is not possible.

I've actually never heard of it. I mean there are Pay to post, deals where people pay you to post on their forums. But, BB owners, do not give admins to post on their forums.

I highly recommend vBulletin.

vBulletin is the best one out there in my opinion. I've used several from free to paid forum software and vBulletin was by far the most stable and user friendly.
