I've tried SwishMax before and I find it easy to animate there.

Or you could try aleo flash software, more easy than swish

Just input text, image and sound and choose what kind of pre animation that you need

I think the mentioned programs should do just fine with a simple task like a web banner in flash, like this game.

I agree those programs are good for it. This topic hasn't been locked yet, so maybe others have been looking at it as well.

Flash is fine to create a quick banner in. Be sure to make use of its Filter options as well btw(In most versions its in properties > Filters > ) Glow, Bevel, etc, work well.

Just wanted to share that since it hadn't been mentioned yet. Hopefully that helped a bit =].
