File upload website? Need a script/cms/design

I have a great domain name geared towards uploading files, but I need a good script, that I can monetize.

Does anyone have any idea what I could use? Or pay someone to create/build for me? It also needs to be a design, and have premium/paid sections.

I used to use a pretty bad php script :

I ran into a lot of php limitations, and ended up hitting limitations in php.

Any ideas/options are welcome!
