File Upload & Paypal Payment System Needed

I'm looking for someone to design and install a payment system for my photograph enhancement site. Each type of enhancement has a particular cost.

Customers should be able to upload one or more digital photos from their computers to my site, check some boxes indicating what they want done to each photo, type in any special requests for each photo, then be taken to PayPal.com to make a payment based upon what kind of enhancement(s) they want for each photo.

Every time someone submits a file, I should receive an email from the website telling their email address and which kinds of processing they want for each photo submitted, along with any special requests.

Note: My hosting company supports php only, not cgi.

Clarification of the Project

I appreciate the PMs that I've received, and I'm still looking for more.

At this point I'm looking for a file-upload and fee-payment system displayed on a simple HTML page, no more. Other enhancements of this existing site will be handled later, perhaps by a person I've successfully worked with on a previous project.
