discuss Expired name taken back

I have read here that if a name is in Godaddy closeouts with a bin price that if you buy the name you are guaranteed to get it. It seems this is incorrect, as a name that I bought was renewed by the original owner. Name was held by someone at Tucows.com. Domain name was Lynns.net. Am disappointed.
