Expanding Banners - help needed - 20$ paypal-offer

first of all: Sorry for my rather bad english!
I hope someone of you can help me with this:
Can someone of you tell me how to make an expanding banner?
I mean a banner that has the size of 486x60 when you load the site.
Then when you move your mouse over the banner and it expands to a size of for exmaple 468x300px?
I know how it works with mouse-over but that not always suitable because it does not work if the banner is in a table-layout for example.
I'm looking for a solution WITHOUT putting any code inside the header of the site. The code should be included just in somewhere between <body> and </body> (external JS would be possible).
I hope you understand what I am looking for!
