Thinking of renting a ev1 server to run multiple domains and some forums.
Is it hard to set up for a newbie with no experience ?

Linux + mysql

Thinking of a value server $99 a month.
What do you think.

For a newbie with no experience, I wouldn't recommend going the non-managed linux way.
