This can make sense and be developed into nice portal about European union, or portal with information for citizens of European union. However, pool of end users seems to be limited (some EU agency).
Do you have some selling point/arguments why they should buy it in .me extension? Appraisal value depends mostly on these arguments.

The most obvious end user would be the EU or an EU agency, but they will likely use a .eu.

I recognise it as a blog about eu news, or eu portal. Also, i think that Montenegro is a candidate country to be member of EU at future, as you can read here.

That seems quite promising. It can be then eu portal related to Montenegro citizens. So maybe you can offer it to some Montenegro organisation/part of gov. which is preparing entry to EU, or some Montenegro EU related agency.
