A new law to address the dissemination of terrorist content online was approved by Parliament on Wednesday.

The new regulation will target content such as texts, images, sound recordings or videos, including live transmissions, that incite, solicit or contribute to terrorist offences, provide instructions for such offences or solicit people to participate in a terrorist group. In line with the definitions of offences included in the Directive on combating terrorism, it will also cover material that provides guidance on how to make and use explosives, firearms and other weapons for terrorist purposes.

Terrorist content must be removed within one hour

Hosting service providers will have to remove or disable access to flagged terrorist content in all member states within one hour of receiving a removal order from the competent authority. Member states will adopt rules on penalties, the degree of which will take into account the nature of the breach and the size of company responsible.

New set of EU rules and surveilance definitions likely a result in an upswing in emergence of extremists (ie. potentially Covid deniers) including the adoption of a new type of passport, like the proposed Green Pass.

The aim of the proposals, according to the European Commission, is to provide:

"...proof that a person has been vaccinated against COVID-19, received a negative test result or recovered from COVID-19. It will be available, free of charge, in digital or paper format. It will include a QR code to ensure security and authenticity of the certificate. The Commission will build a gateway to ensure all certificates can be verified across the EU, and support Member States in the technical implementation of certificates. Member States remain responsible to decide which public health restrictions can be waived for travellers but will have to apply such waivers in the same way to travellers holding a Digital Green Certificate."

German Intelligence Puts Coronavirus Deniers Under Surveillance

The country’s domestic intelligence agency says it will create a new department to deal with extremism among conspiracy theorists.

BERLIN — Germany’s domestic intelligence service said on Wednesday that it would surveil members of the increasingly aggressive coronavirus denier movement because they posed a risk of undermining the state.

The movement — fueled in part by wild conspiracy theories — has grown from criticizing coronavirus lockdown measures and hygiene rules to targeting the state itself, its leaders, businesses, the press and globalism, to name a few. Over the past year, demonstrators have attacked police officers, defied civil authorities and in one widely publicized episode scaled the steps of Parliament.

“Our basic democratic order, as well as state institutions such as parliaments and governments, have faced multiple attacks since the beginning of the measures to contain the Covid-19 pandemic,” the Interior Ministry said in a statement confirming that parts of the denier movement would be under observation. The Interior Ministry oversees the intelligence agency, the Office for the Protection of the Constitution.

In announcing the decision to keep tabs on conspiracy theorists, intelligence officials noted the movement’s close ties to extremists like the Reichsbürger, a network of groups that refuse to accept the legitimacy of the modern German state.

QAnon conspiracy theories, and protesters are frequently seen holding signs with anti-Semitic tropes.

Human rights organisations have written to the European Parliament to warn that they must fix problems with the proposals that mean the certificates could facilitate surveillance, exacerbate discrimination and potentially become a permanent fixture of everyday life.
