A timetable has been announced by the .eu registry for the processing of domain name applications submitted by accredited .eu registrars:

Phase 1 Last Quarter of 2005
Registry will process applications from the holders of registered intellectual property rights, trade marks etc.


Phase 2 4 Weeks after start of Phase 1
Registry will process applications from the holders unregistered
intellectual property rights, trading names, registered company and
business names.


Phase 3 4 Weeks after start of Phase 2
Allocation of all other name applications on a first come first served
basis; commonly known as a landrush.

As an EU accredited registrar BB Online is now able to accept applications
from EU residents and businesses for registration under each of the three
registration phases.

Applications under phases 1 and 2 must be supported with evidence of the
ownership of the intellectual property rights being claimed.
Applications under phase 3 will be processed in the order in which they
are received.

The EU-affiliation. It is not certain yet to what extent, if at all, a registrant shall be affiliated to the European Union in order to obtain a domain name registration in the .eu name space. There may be registration requirements and limitations related to Registrant's local presence, and the like, such as but not limited to whether the Registrant and/or its administrative contact is deemed to be a private individual, legal entity (company), or an organisation within the EU, as well as there may be requirements as for the geographical and physical placement of Name Servers.

I think it will be in the same class as the higher end ccTLD's (with the exception of .de). If the Germans value it as much as .de, it could be pretty popular. Probably more than most other European extensions, just because words can be registered in multiple languages and still fit the extension. On the other hand, this could be confusing to some extent. The EU shares currency and trading, but not language as of yet.

Who is entitled to register a .eu domain name?
The EC Regulation No 733/2002 of 22 April 2002 on the implementation of the .eu Top Level Domain determines who will be allowed to apply for a .eu domain name.

The following categories of companies, organisations and individuals will be able to register a .eu domain:

* undertakings having their registered office, central administration or principal place of business within the European Community;
* organisations established within the European Community without prejudice to the application of national law;
* natural persons resident within the European Community.

It will probably have higher value than the average .CCtld, but will come nowhere near .US, .COM, and .NET
