If I refill with paypal, do I loose 3 points as refill charge also ?

Is there anyone you now that sell enom points 1 for 1 over paypal ?

Yup - You lose three points PER hundred cmos - I don't know of anybody doing a 1 for 1 over paypal at the moment though - sorry
