This may sound stupid, but if my server is running PHP do i still need to install it on my pc to be able to program in it? & do i need to install Apache if i am using a paid server?

Erm, no and no. Simple enough.

If your PHP isn't working, check it's definitely enabled...then check if the file's extension is .PHP or any other relevant PHP extension. Send me a message if you need more help.

Basicly you don't need it, but if you want to do some serious developing and you want to it effectively, it makes more sence to install a websever and PHP on your local computer so you can test it local as well. There are many simple WAMP/LAMP/MAMP packages available and there really easy to install and set up.
