In my view, all domains should be grace (or otherwise) deleted unless fully developed. I am currently writing a rough draft letter to ICANN suggesting a "mandatory development policy" for all registered domains. Let's take back the Internet and start parking IP addresses.

As a matter of fact, we don't even need domains. Let's just force people to memorize static IP addresses. They did it with phone numbers, why not websites? IMO.

It's being developed. I would be interested to see what further research you done. I appreciate your opinion but really do not see how you can value this at reg fee.
