Whats the deal with .cc, are they Credit Cards?

If so, whats the regs. on them?

.cc is technically the Cocos Island

It was one of the first country code domains to be offered on a worldwide basis for general registration (followed by .ws [Western Samoa] and .tv [Tuvalu])

They work just like any other domain does, resale value is limited of course.
