FAO people new to domaining:

You may see quite a few domains on expired domain listing sites with absurdly high PR, like PR 8, 9, and 10. Be warned that many of these have an artificially bloated PR, via the purchasing of backlinks from other site that have a high PR, or 'masking' the domain as another one that has a high PR.

Be careful, if you see a high PR domain, check it out. If there's little to no content, you've found a Bloated PR Domain. You can check also by using http://opensiteexplorer.org.

If you suspect a domain to have a "fake pagerank" just do a search on google on the exact domain.

For example: If you suspect that namepros.com has a fake PR, just Google "namepros.com".
If another site comes up as the first result you are very likely dealing with a fake pagerank.

How does this work? The webmaster simply 301 redirects the domain to a high PR URL, Google crawls the site and gives it the pagerank of the high PR domain to the fake PR domain.
