How do you determine the likelihood of a domain possibly being used in a scam operation?

The "Stop Coronavirus Scam API" checks if the domain name contains coronavirus related keywords such as corona, covid19, vaccine, etc. and it also uses some similarity algorithms. It doesn't directly say it's a scam, it says it's suspicious.
