Its to keep serious bidders only on the platform. I think in the long run it will do exactly what it’s supposed to do- keep bad actors away.

Namecheap just added it (those with auction accounts got an email overnight). It is another step to try to combat bad actors in the domain auction space.

As I understand it, existing auction membership accounts with a sufficient record of making payments will not be asked to prefund, while new accounts, or those with insufficient record of payments, will need to prefund their account with $100 USD.
