I am not sure what those 1-3 page websites are called, maybe "landing page" where they are only selling/introducing a product, a course or an ebook and then directs the user to purchase the product w/ payment option via paypal or some other payment method. I haven't been coming across them in search engines in a while and wondering if search engines ban or frown upon that now on?

Could it be a 'squeeze page' you are referring to? No Google don't ban 1-3 page websites, the reason why you don't see them in a prominent position is pretty simple in my opinion. No or minimal content = difficult to get noticed. However nothing is black-white and there are exceptions. Squeeze pages do better with long-tail keywords and serving as ppc or email marketing landing pages. Cheers Matt

SEs have not banned such sites: but such sites may not rank high in SERPs. That will be because of the amount of content in these sites.

SEs love to see more and more useful content being added in a site: where such sites don't get updated in this way.
