I get a few of these "offers" per week. My take is the domain name being offered is about to drop, and they are asking for the amount you are willing to pay to get the name. They will then probably place a backorder on the name and if they can acquire it below your offer price, they will go ahead and try to backorder the name and then sell it to you at your offer price (assuming they can successfully secure the name through backorder/auctioning procedures).

Check if the name is expired and about to drop -- if it is you can use a backordering service on your own. On some occasions, the name they are offering me is already available to hand register...
