Distinguishing good & bad directories

I'm almost finished developing the site in my signature and I'd like to do some SEO on it, but I haven't done this before.

How is it possible to see whether a directory is considered of "poor quality" by google or not?
Is it enough to check for its page rank? Is there any site that can help me in this?
