As far as I know it used to be PR4 + sites that were counted. And it was atleast 18 backlinks to be eligible for PR.
Plus if you Put your link on PR 3 page. And that page has more then one link of yours. then you don't get enough Boost.

PR is actually based on the quality of your BACK LINKS, which means you can add as many high PR links out from your site as you want, but without a recipricol link you arn't going to see any boost. It is my personal belief that sites that link to each other will see a higher boost than one that has some good back links but none outward.
