Database and form software or script needed

I am looking for soaftware or a sript that I can build a site around or add to an exsisting site that is partially driven by a user database with assignable previlidges. I am also looking to do promotions that I would need mutliple forms for and surveys. It needs to also including automatic email response.

Also based on their previlidges letting them view secured information.

The software or script should be easy to interface with and use for someone with limited programming skills.

The only thing I can think of is a Content Management System ( CMS ). Check some out they migt help.
