Custom IPB design wanted! Budget $xxx

I have a new forum (Asian interests) (non-adult) (non-anime) (just asian interests, news/music/movies/tv/etc.)

I need a skin designed/coded.
Can be "heavy" in terms of graphic design , but I believe it's pretty moderate.

Anywho, I won't post too many specifics since I'm not sure i'll find a designer with a good portfolio, but please do take a look at the below.

Job will pay out in USD via PayPal. (sorry, cannot pay any other way)
Job will pay half first and last half AFTER I have tested out skin with IPB/Gallery/Blog (so basically, the skin has to work with the forum)
Budget is within the $xxx range GUARANTEED . The amount will be higher if your portfolio shows me you got what it takes!
Skin/coding must be completed within 2 weeks AT MOST. This is a MUST ! Time is money !!

PLEASE show me a portfolio! this is a must! I will not take on a job without previous work examples!!!! I will also cross reference the work you have done for your clients and ask them how your services were. So please do include your work and client you did work for.
